Amy Schlusser is the climate and energy policy advisor to Governor Tina Kotek. Prior to joining the Governor’s Office in June 2025, Amy served in two positions at the Oregon Department of Energy, first as senior clean energy policy analyst and then as the Department’s climate policy team lead. Before she transitioned into the public sector, Amy worked as a staff attorney with the Green Energy Institute at Lewis & Clark Law School for nearly a decade. Amy also served as a commissioner on the Oregon Environmental Quality Commission, the policy and rulemaking board for the Oregon Department of Environmental Quality, from November 2021 through June 2025. Through her academic, professional, and public service experience, Amy has developed broad expertise in policy, legal, and regulatory frameworks relating to energy and climate change.
Amy received her J.D. cum laude and her LL.M. summa cum laude from Lewis & Clark Law School’s Environmental, Natural Resources, and Energy Law program. She received her bachelor’s degree from Penn State University.
