Welcome to Solar Contractors Day!
This presentation focuses on Energy Trust’s Solar + Storage Program. We will review key market trends observed in 2026 compared to 2025, share updates on new program requirements and processes, provide tips for effectively participating in and gaining value from the Solar Trade Ally Network, and highlight new initiatives currently underway.

This presentation provides an overview of the new solar consumer protection legislation, House Bill 4029, which was recently signed by the governor and will take effect on June 5, 2026. We will break down the bill in a clear and accessible way so participants know what to expect and can be better prepared to align their business practices with HB 4029. We will also share how Energy Trust of Oregon plans to support the Solar Trade Ally Network in meeting these new requirements and invite feedback on additional ways we can provide support.

This presentation covers the New Buildings Program with an emphasis on how solar trade allies can participate and support new commercial construction projects. Concepts to be presented include the Early Design Assistance incentive and the Solar Add-on bonus incentive. We will also briefly showcase a new incentive, the Future Ready Buildings Technical Assistance incentive, which works hand in hand with the Solar Development Assistance (SDA) incentive and the Battery Storage Development Assistance (BSDA) incentive.

Energy Trust is now offering a new lending option for Solar customers in collaboration with Inclusive Prosperity Capital Inc (IPC) and participating trade allies. Smart-E Financing is intended to give customers another option for financing their solar projects without the negative surprises sometimes associated with other solar financing offers. We want to hear from you! These feedback sessions help the Solar + Storage Program understand current market conditions, identify areas for improvement, and prioritize future work. Past feedback has informed incentive rate management changes to be more predictable and stable and resulted in Energy Trust hosting a commercial battery storage training session. In this feedback session we will be asking about 2026 market conditions, how Energy Trust can better support solar trade allies, and what customers are looking for in solar financing.
